MOBILE EDUCATION PLATFORMS: A TOOL FOR BRIDGING THE DIGITAL DIVIDE AND DEVELOPING LOCAL COMMUNITIES INNOVATIVE EDUCATIONAL SPACE

The article explores mobile education platforms as a tool for bridging the digital divide and fostering innovative spaces in local communities. It examines international experiences, including cases from Syria, Rwanda, and Ukraine, demonstrating the effectiveness of digital solutions in ensuring equal access to education in times of war. The study identifies key challenges in implementing mobile platforms, such as insufficient technical infrastructure, uneven internet access, and low digital literacy among educators. Strategic directions for improving mobile education platforms are proposed, including the development of AI-driven personalized learning content, the integration of psychosocial support through digital resources, the localization of educational materials to regional cultural specifics, and the expansion of technology access through educational hubs.The scientific approach to the analysis of mobile educational platforms as a mechanism for overcoming digital inequality and developing the educational ecosystem in communities was further developed. In the scientific and methodological dimension, the study deepens the understanding of mobile educational platforms through the lens of connectivism theories and social epistemology, integrating the concepts of digital resilience and educational adaptability. The author substantiates a comprehensive framework for evaluating the effectiveness of digital solutions in crisis contexts, which accounts not only for accessibility and the quality of technical provisioning, but also for the cultural-adaptation, socio-psychological, and governance dimensions of technology use. This expands the methodological toolkit for examining the digital divide at the level of territorial communities and supports the formulation of evidence-based solutions for the public sector.The necessity of adapting international best practices to the Ukrainian context is justified through the implementation of flexible educational solutions, grant programs, and partnerships with technology providers. The practical significance of the article is in formulating recommendations for educational institutions, government bodies, and non-governmental organizations to enhance digital education in local communities. The proposed measures will contribute to improving digital literacy, promoting social integration, and ensuring sustainable community development.
