STATE INNOVATION POLICY AND QUALITY MANAGEMENT OF PUBLIC SERVICES: CHALLENGES AND PROSPECTS OF DEVELOPMENT IN UKRAINE

The article examines the role of state innovation policy in shaping Ukraine’s contemporary socio-economic development model and its impact on the quality of public services, with a focus on wartime conditions and mounting global challenges.It argues that innovation policy is not limited to supporting R&D and infrastructure (technoparks, incubators, clusters) but represents an integrated system of legal, organizational, and financial instruments for modernizing public administration.The study shows that innovations directly affect the accessibility, transparency, timeliness, and effectiveness of administrative services, thereby strengthening citizens’ trust in public institutions. It identifies key barriers to quality improvement: insufficient digital transformation of processes, limited public participation in decision-making, shortages of financial and human resources, and the risks of digital divide and cybersecurity. The paper outlines ways to overcome these barriers: implementing e-government and digital platforms (notably the Diia ecosystem) to ensure service continuity in crises; developing open data and modern analytics for quality monitoring and satisfaction assessment; enhancing staff professional capacity; and harmonizing practices with EU quality standards and regulatory frameworks. The article emphasizes the synergy between innovation policy and quality management: the former builds institutional capacity and enables technological modernization, while the latter serves as an indicator of reform effectiveness and public trust. It concludes that integrating innovation approaches into public services should be a strategic state priority to ensure governance resilience under wartime threats, improve reform outcomes, and foster Ukraine’s long-term competitiveness.Future research directions include assessing the resilience of public-sector digital infrastructure, adapting EU standards, and analyzing the impact of digital services on social cohesion and trust.
