NORMATIVE AND LEGAL FRAMEWORK FOR THE ACTIVITIES OF CIVIL-MILITARY COOPERATION UNDER THE MODERN MILITARY AND POLITICAL ENVIRONMENT: A PUBLIC ADMINISTRATION ASPECT

The article provides a comprehensive analysis of the normative and legal framework governing the activities of civil-military cooperation (CMC) in the context of modern military and political challenges. It examines the key aspects of interaction between military and civilian structures, which are critically important for strengthening national security, building trust among local populations, and ensuring stability in crisis situations. Special attention is given to integrating the international experience of NATO, the UN, and leading global nations into national practices, which enhances the effectiveness of CMC operations in Ukraine. The study consolidates best practices in civil-military interaction, particularly in crisis management, humanitarian assistance, and infrastructure restoration. It demonstrates that harmonizing Ukraine's normative and legal framework with pan-European standards significantly improves CMC mechanisms, especially in the context of interagency coordination and strategic communications. The main legislative acts regulating CMC activities are examined, including legislative initiatives, doctrinal documents, temporary directives, and methodological manuals that outline the principles of this system's functioning. The article analyzes challenges in the legal regulation of CMC activities in Ukraine, such as the incomplete formation of the normative framework, insufficient development of interaction mechanisms between the components of the security and defense forces, and limited financial resources for implementing CMC measures. Key challenges include the lack of a clear conceptual basis, weak interagency coordination, and inadequate personnel training in crisis and strategic communications. The article substantiates the need for further development of the normative and legal framework of CMC, its adaptation to international standards, and the formation of new approaches to organizing civil-military interaction in Ukraine. It proposes the institutionalization of CMC mechanisms as a unified system capable of effectively responding to modern challenges and the development of educational programs for training specialists in this field. Emphasis is placed on the importance of creating clear and understandable public messages about the activities of Ukraine's security and defense forces, which will enhance trust and support from the public.
