METHODOLOGICAL PRINCIPLES OF DISTRIBUTION OF COMPETENCES OF LOCAL GOVERNMENT BODIES AND PUBLIC AUTHORITIES IN UKRAINE IN THE CONTEXT OF DECENTRALIZATION

The article is devoted to the study of the methodological foundations of distribution of competencies of local government bodies and public authorities in Ukraine in the context of decentralization. Scientific works of Ukrainian scientists have been analysed, which describes the methodological tools recommended for use to study the activities of local government bodies, public authorities, the distribution of their competencies, and the processes of decentralization reform in Ukraine. The methodology of research of public administration, local government of the decentralization reform as a basis for determining the methodological principles of distribution of competencies of local government bodies and public authorities in Ukraine in the context of decentralization has been analysed. The essence of methodology as a science has been revealed, and general scientific and special research methods related to the activities of public authorities and the implementation of decentralization reform in Ukraine have been determined. A comparative analysis of the methods of study of the activities of public authorities in Ukraine has been made, and the methodological principles of distribution of competencies and powers of local government bodies and public authorities have been determined in the context of decentralization. The methodology for the distribution of competencies of local government bodies and public authorities has been determined, which is aimed at solving complex problems in the field of public administration and administration using research and innovation methods, which involves rethinking existing processes and creating new systemic management knowledge and decisions on the distribution of competencies between local government bodies and public authorities in Ukraine in the context of decentralization. Modern research methods, generally accepted in the methodology of public administration research, are proposed at the present stage of state-building, under martial law, and in the post-war period, to complete the processes of decentralization and effective distribution of competencies and powers between local government bodies and public authorities.
