STRATEGIES FOR ENSURING FINANCIAL SECURITY AS A COMPONENT OF THE NATIONAL SECURITY OF UKRAINE

The article provides a historical analysis of the main stages of development of conceptual approaches to ensuring financial security as a component of national security. The concept of financial security is defined in terms of the state of protection of national interests of the State in the financial sphere. The scientific category of the strategy of public administration in the field of financial security has been clarified from the standpoint of the theory of strategic planning and management as a generalized model of the course of actions of a long-term nature in the form of a set of goals (priorities), tasks and measures, ways to achieve them, legislatively fixed at the national level by authorized subjects of management. It offers periodization of documents of strategic character, on the basis of which public management in the sphere of financial security takes place: the period 1997-2003 – the stage of origin of conceptual foundations of national security and protection of economic, financial interests by formation of corresponding strategic directions of work of executive bodies of power; 2003-2018 – formation of the legislative basis for the development of public administration strategies in the field of protection of national interests, including in the financial sphere; since 2018 – the adoption of new legislation on the regulation of national security and, accordingly, a change in strategies and conceptual approaches to protecting national interests in the financial sphere. The attention is focused on the fact that the national security system and relevant strategies contain separate directions of state policy in the financial sphere. This situation is primarily due to the fact that legally defined powers of the National Security and Defense Council of Ukraine include only decision-making on strategic national interests of Ukraine directions and conceptual approaches to national security in various spheres, including financial. The problematic issues of public administration strategies in the financial sphere, in particular their inconsistency with other strategies of the central executive authorities, not the relevance of their individual provisions, inconsistency with the methodology for calculating the state of financial security, have been allocated.
