INTERACTION BETWEEN PUBLIC AND PRIVATE SECTORS IN THE DEVELOPMENT OF TRANSPORT INFRASTRUCTURE

Abstract

The article is dedicated to the analysis of the interaction between the public and private sectors in the development of transport infrastructure. The relevance of the topic is considered in the context of global economic challenges and the specifics of the Ukrainian situation, particularly under martial law conditions. The study reviews contemporary research highlighting various aspects of publicprivate partnerships (PPP) in the field of transport infrastructure. Special attention is paid to factors affecting the effectiveness of such cooperation, including the regulatory framework, institutional support, and financing mechanisms. Global trends in PPP investments are analyzed, noting a decline in investment levels in the transport sector in 2023 compared to the previous period. At the same time, data is provided on Ukraine's relatively high performance in the implementation stages of PPP projects compared to global and regional averages. The article emphasizes innovative financing mechanisms for PPPs. The importance of effective risk distribution between partners is stressed, as well as the need to consider additional risk mitigation measures in an unstable economic environment. Particular attention is given to the situation in Ukraine, specifically the plans to create conditions for competition in railway transport. The article underscores the importance of introducing flexible financing mechanisms and attracting investments, developing comprehensive regulatory acts to ensure transparency in tender processes, and protecting the interests of all participants in PPP projects. The necessity of creating conditions for attracting private capital through the introduction of state guarantees, tax benefits, and other incentives is highlighted. In the future, effective interaction between the public and private sectors can play a decisive role in the development of sustainable, efficient, and technologically advanced transport infrastructure in Ukraine.
