PUBLIC ADMINISTRATION IN THE FIELD OF RESPIRATORY HEALTH PROTECTION OF THE POPULATION: NORMATIVE AND LEGAL FOUNDATIONS

The article examines the problem of regulatory and legal provision of public administration in the field of protection of respiratory health of the population in Ukraine, in particular the prevention of respiratory diseases and the actual treatment of lung pathologies. The key areas of protection are highlighted: limiting the spread of acute respiratory diseases, in particular of an infectious nature, and respiratory health in general, and several groups of regulatory and legal acts. The first group is those aimed at strengthening the general protective forces (reserves) of the body - a healthy lifestyle, limiting the impact of smoking, hardening, physical activity, immunoprophylaxis, prevention of the spread of allergens. At the same time, it was emphasized that there are no concepts of legislative provision of a healthy lifestyle in Ukraine, which would make it possible to determine the general approaches, structure, order (sequence) of the development and adoption of laws. A group of regulatory legal acts on the protection of respiratory health is defined, which concerns the prevention of the spread of viral respiratory infections. A group of normative legal acts regarding the development of pulmonology care in Ukraine was considered, in particular the order of the Ministry of Health of Ukraine "On improving medical care for patients with a pulmonology profile", according to which the national pulmonology service was created. The management structure of this service has been defined. In terms of public management of health care and development of the private sector, a new subject of management is added – a pulmonologist of a private medical center. It was emphasized that health care problems require proper regulatory support during the implementation of the medical reform, including which belongs to the sphere of management of the provision of medical care to patients with a pulmonological profile at the level of the organization of specialized care at the tertiary level. In particular, the practical dimension of the problem lies in the fact that in the pulmonology department of the regional hospital there is a wide list of nosological forms of diseases, which at the moment remain not completely normalized in the regulatory and legal field.
