THE MECHANISMS OF STATE INVOLVEMENT TO THE PROCESS OF SOCIAL ENTREPRENEURSHIP DEVELOPMENT AS DETERMINANTS OF REINTEGRATION OF SERVICEMEN, VETERANS OF THE ATO/OOS AND THEIR FAMILY MEMBERS

Abstract

The article examines the issues of the mechanism of state involvement in the process of social entrepreneurship development for veterans of the ATO/OOS and their family members and the search for new innovative approaches to solving serious social problems in order to avoid social crises in Ukrainian society in the future. World experience shows that today states do not have to solve social problems on their own. The participation of public organizations, educational institutions and corporations in the process of solving social problems is not evidence of the incompetence of state authorities, but, on the contrary, such a policy characterizes a public-state approach to management and shows respect for public opinion and a conscious distribution of responsibility. It was determined that the mechanism of state involvement in the process of development of social entrepreneurship should provide a new level, taking into account modern challenges that entail changes (both qualitative and quantitative) in the lives of veterans of ATO/OS and their families, in accordance with the modernization of national legal acts on social protection of participants of ATO/OS and their families on the basis of multi-level participation, requires an innovative approach to the interaction of national regulatory subjects at the appropriate level on the basis of partnership, proposes to carry out organizations and institutional changes and improvement of the legal framework for the development of social entrepreneurship in the country. Qualitative transformations of the state mechanism include an increase in the number of open personal cases by ATO/OOS participants and a decrease in the percentage of their closure during the year, consultations and state support at all stages, determination of the potential, capabilities of a specific person, strong professional qualities, competencies and skills, as well as obtaining new specialties. The state must provide an effective mechanism for the development of social entrepreneurship in Ukraine for veterans of the ATO/OOS and their family members at a qualitatively new level. The key function must be provided by: state authorities and local self-government bodies, mentoring of enterprises of various forms of ownership, informational support of the mass media, educational institutions and educational programs, and public organizations.
