THEORETICAL AND PHILOSOPHICAL FOUNDATIONS OF THE RESEARCH OF TRANSPORT INFRASTRUCTURE AS AN OBJECT OF PUBLIC ADMINISTRATION

The presented article, based on generalization, outlines the theoretical and philosophical foundations of the study of transport infrastructure as an object of public management. Taking into account a wide range of scientific approaches to this topic, the conceptual and categorical apparatus in the field of public management of transport infrastructure is clarified. It is shown that understanding infrastructure in the context of promoting/supporting the implementation of relations between elements of a certain structure does not give a clear answer – whether the infrastructure is part of the structure itself. Disputable provisions regarding the understanding of infrastructure are highlighted. It is established that the prerequisites for solving such a task are available in philosophy within the framework of the development of structuralism, within which the relevant categories are analyzed in a certain way and the specified critical provisions are resolved. An approach to understanding the essence of such concepts as structure and infrastructure, system and superstructure, in the context of their study as objects of public management is proposed. In particular, structures that involve a set of certain elements that are ordered in accordance with the existing relationships of elements can be of different sizes. The elements of the corresponding structure can act as basic elements that are not systems or structures, and complex ones that are separate systems or structures. Structures, due to their diversity, are constantly in interaction aimed at communication of its elements or with another structure to implement the functions of the system to which they belong. In this case, structures that act as a means of implementing relations within other structures, but are not components of the latter, are defined by the term "infrastructure". Infrastructure, in fact, exists exclusively in the internal position of the corresponding structure, which is the subject of research.
