Abstract

This article provides a comprehensive analysis and systematization of the key stages, defining trends, and specific features in the formation and evolution of scientific activity in Ukrainian lands. It also explores its determining influence on state-building processes and the formation of Ukraine's legal system through a historical retrospective. The history of the formation and evolution of scientific activity in Ukraine is a multifaceted phenomenon, where internal socio-political transformations are closely intertwined with global intellectual vectors. In this context, the role of science as a driving force for innovative progress, technological development, economic growth, and improved social welfare is undeniable for any state. Therefore, considering Ukraine's significant scientific traditions and its current challenges, research into the organizational and legal specifics of the domestic scientific sphere gains exceptional relevance. The problem addressed in this study lies in the need for a comprehensive analysis of the path Ukrainian science has traversed: from the emergence of its earliest forms of knowledge to the establishment of a modern academic system. It is important to note that despite the significant achievements of individual scientists and schools, the development of Ukrainian scientific thought often occurred under conditions of statelessness or foreign domination, which imposed significant limitations and systemic challenges. A key problem in the formation of Ukrainian science is its fragmentation and regional asymmetry, caused by the prolonged division of Ukrainian territories among various empires. Historical analysis also reveals the issue of ideological determinism in the development of science, particularly pronounced during the Soviet period. Historically, scientific activity has always been a fundamental factor in the rapid and effective development of all societal processes within a state. Ukraine's attainment of independence triggered intense transformations, necessitating a radical overhaul of existing legislation. Science, being the most sensitive sector to political and economic instability, proved unprepared for the new market conditions. Therefore, the peculiarities of organizing scientific activity in Ukraine demand a systemic approach and the consolidation of efforts from all interested parties. This is imperative for ensuring the sustainable development of science and technology, which, in turn, forms the foundation for the nation's progress and prosperity.
