MECHANISMS OF INTERACTION BETWEEN LAW ENFORCEMENT AND JUDICIAL AUTHORITIES OF UKRAINE WITH CITIZENS AND CIVIL SOCIETY INSTITUTIONS: INSTITUTIONAL-LEGAL AND COMMUNICATION ASPECTS

The article examines the mechanisms of interaction between law enforcement agencies, the judiciary, citizens, and civil society institutions in Ukraine, focusing on both institutional-legal and communication dimensions. It emphasizes that the effectiveness of such cooperation largely depends on the quality of the legal framework, the availability of communication tools, and the inclusiveness of public administration processes. Special attention is given to challenges such as excessive bureaucracy, insufficient synchronization between legislation and management practices, limited digitalization, and the declarative nature of institutionalization of cooperation.The research highlights the potential of advisory councils, digital platforms, public hearings, and open court sessions to strengthen public control and improve transparency. At the same time, their efficiency is determined by the digital literacy of citizens, openness of institutions, and readiness for dialogue. The study outlines perspectives for further improvement, including the development of a comprehensive communication policy for law enforcement and judicial bodies, expansion of digital services, strengthening of institutional partnerships with civil society, and increasing the legal and digital culture of the population. The findings contribute to the understanding of modern models of public administration in Ukraine and provide practical recommendations for enhancing trust, accountability, and transparency of institutions in line with European standards of democratic governance.
