THE ROLE OF STATE REGULATION OF THE AGRO-INDUSTRIAL SPHERE IN ACHIEVING SUSTAINABLE DEVELOPMENT GOALS

Abstract

The article examines the role of state regulation of Ukraine's agro-industrial complex in ensuring sustainable development and achieving strategic sectoral objectives. It is shown that state regulation of the agricultural sector in countries with a market economy is a multi-level process aimed at supporting food security, stabilizing prices, increasing agricultural producers' incomes and developing the industry in accordance with modern challenges of sustainable development. In Ukraine, the system of state regulation of the agricultural sector is formed taking into account both national priorities and international obligations, in particular within the framework of the European integration course. The main tools are financial support, program-targeted management, regulatory policy and the development of partnerships with the private sector. The current state of the agricultural sector and challenges caused by the war, economic instability, limited access to resources, and the need to comply with environmental and social standards are analyzed. The study identifies problems in the existing regulatory system, including fragmented policies, insufficient funding, limited access of small and medium-sized farms to credits and grants, low levels of digitalization and innovation, weak environmental management, and poor coordination between state, scientific, and business entities. Strategic tasks for the development of the agricultural sector are highlighted: ensuring food security, increasing efficiency and competitiveness, supporting small and medium enterprises, developing exports and integrating into global markets, implementing resource-saving and environmentally safe technologies, promoting “green” energy, adapting to climate change, ensuring social stability in rural areas, and enhancing institutional capacity. The article proposes directions for improving state policy, including strategic planning, financial support for production and innovation, infrastructure and logistics development, export promotion, introduction of digital and resource-saving technologies, and monitoring program effectiveness. Implementing these measures will contribute to the formation of a sustainable, competitive, and innovative model of Ukraine's agro-industrial complex, enhance economic and food security, ensure social welfare, and facilitate the country’s integration into global markets according to sustainable development standards.
