DIGITALIZATION AS A TOOL OF MUNICIPAL MANAGEMENT: OPTIMIZATION OF THE FUNCTIONING OF LOCAL SELF-GOVERNMENT BODIES IN DEOCCUPIED TERRITORIES

The article explores the role of digitalization as a key tool for municipal management in the deoccupied territories. It is argued that in the context of post-war reconstruction, characterized by the total destruction of infrastructure and the loss of documentation, digital technologies are not just modernization, but a vital condition for the revival of communities. Three key areas of application of digitalization are identified and analyzed: restoration and establishment of basic administrative services; optimization of internal management processes; use of geospatial data for reconstruction planning.Particular attention is paid to the analysis of challenges, including destroyed physical infrastructure, cybersecurity threats, digital inequality, and shortage of qualified personnel. At the same time, it is emphasized that these obstacles create unique opportunities for building modern infrastructure "from scratch", creating a sustainable and transparent management system, and involving the public in the revival process. The article comprehensively substantiates digitalization as a fundamental management strategy for de-occupied territories. It highlights three key directions: restoring basic administrative services (electronic registries, portals, mobile applications), optimizing internal processes (EDM [Electronic Document Management], ERP/RC, transparent finances, personnel records, property registry), and using GIS (Geographic Information Systems) for damage inventory, reconstruction prioritization, and land management. The analysis covers challenges such as destroyed infrastructure, cyber risks, digital inequality, and staff shortages, and outlines prospects for a “leap” toward a sustainable, transparent, and client-oriented model of municipal management with community engagement.It is concluded that digitalization is not just a tool, but a fundamental strategy of municipal management that allows transforming communities, building them on the principles of transparency, efficiency, and sustainability, which is the key to a successful post-war revival.
