PUBLIC ADMINISTRATION MECHANISMS FOR HOUSING INFRASTRUCTURE RECOVERY IN THE POST-WAR PERIOD: STRATEGIC PRIORITIES AND CHALLENGES

Abstract

The study examines the issue of post-war housing infrastructure restoration and the mechanisms for its effective public regulation. The scale of destruction of the housing stock has been identified, amounting to over $58.9 billion in direct losses, with more than 250,000 residential buildings damaged or destroyed, including 27,000 apartment buildings. Total losses in the housing and utilities sector are estimated at $4.5 billion, significantly complicating the restoration of critical infrastructure.The main challenges faced by public administration bodies in the process of housing reconstruction have been systematized, including limited financial resources, lack of coordination between state and local authorities, insufficient digitalization of management processes, high corruption risks, and difficulties in attracting private capital. Key structural problems hindering the implementation of reconstruction programs have been identified, including the absence of a centralized coordination body, inefficiencies in financing mechanisms, limited legal tools for housing insurance, and insufficient public engagement in decision- making processes.Conceptual directions for improving public administration mechanisms in the field of housing infrastructure reconstruction have been formulated. These include the introduction of centralized management, expansion of public-private partnership opportunities, enhancement of regulatory and legal frameworks, and the digital transformation of reconstruction procedures.The creation of a unified national digital platform for damage monitoring, restoration planning, and financial resource oversight has been proposed.A model of integrated public administration has been developed, incorporating coordination mechanisms between central and local authorities, standardization of financing procedures, the introduction of tax incentives for developers, expanded access to international financial instruments, and the implementation of open data policies to ensure public oversight of housing reconstruction. A strategy for adapting international best practices in housing infrastructure recovery to national conditions has been proposed, taking into account contemporary challenges and strategic priorities for Ukraine’s post-war reconstruction.
