THE SPECIFIC OF INTERACTION BETWEEN THE POLICE AND THE MEDIA: FOREIGN EXPERIENCE AND UKRAINIAN REALITIES

Abstract

The purpose of writing a scientific article is to suggest ways to improve the activities of the National Police of Ukraine in this direction on the basis of the analysis of the activities of the police of foreign countries in relation to interaction with the media. The author notes that during the reform of the Ministry of Internal Affairs of Ukraine in 2014, two states took the biggest part in the process – Georgia, as a state that also reformed the police shortly before the events in Ukraine, and the United States, as a mentor, assistant and sponsor. reform in Ukraine. It was also emphasized that the United Kingdom is the European leader in the formation of democratic principles in the country. Therefore, the experience of the police of these countries in dealing with the media is used in this work. Analyzing the experience of Georgia, the author highlights the joint processes with Ukraine in police reform: the leading role of the media in a large-scale information and image campaign; approaching the figure of a police officer to a citizen; modernization of the police; development of communication skills of police officers. The author emphasizes the advantages of social networks for police officers over traditional forms of media: immediacy, interaction, audience. It is concluded that in the USА the work of the police on interaction with the media is at a professional and even scientific stage, as strategies are developed, police policy in interaction with the media, analyze the audience and provide information, make recommendations for communication with the media and police officers are being trained to communicate with journalists. Two main doctrines have been proposed for the Ukrainian police to move to a professional level in communication with the population through the media: training of police officers in public relations to communicate with the media; introduction of a special training course for obtaining a master’s degree, which allows police officers to hold senior positions, such as "Online Communication: A New Face of Public Safety". It is emphasized that, although police-media relations have developed dramatically in the age of the Internet and social media, personal contact with the media is still an important part of the work. Analyzing the experience of the United Kingdom, Ukrainian police officers were invited to find opportunities to consult with colleagues, management, educators, scientists while answering specific questions from journalists outside the competence of the police.
