THE SYSTEM FOR ENSURING THE MENTAL HEALTH OF SOCIETY IN THE CONTEXT OF EMERGENCE AND SELF-ORGANIZATION

Abstract

The article considers a systemic approach to public administration in the field of mental health provision in society. Its methodological specificity lies in considering the object of study as a holistic set of elements in a totality of relationships and connections between them. This takes into account the fact that combining parts into a whole generates new qualities of the system that were not present before this integration. The definition of the concept of "mental health of society" is provided - preserving the mentality as an integral ethnopsychological characteristic, i.e., a system of beliefs and values that stimulate and regulate behavior in socio-cultural realities, with a specific reflection of reality conditioned by the life processes of society in certain geographic, historical, and cultural conditions. It is established that mental health represents a construct with psychological, socio-psychological, and spiritual components. One of the main characteristics of the system is discussed – sustainability, in the maintenance of which such systemic properties as emergence and self-organization play an important role. It is emphasized that emergence can be seen as a certain resource of the system that arises as a result of self-organization. The principles of building a dynamic system model for maintaining the mental health of society, resilient to external challenges and internal disturbances, are explored, where the main components are the control object, control subjects, risks, and administration strategy. Conclusions are drawn that the systemic approach, with a focus on qualities such as emergence and self-organization, allows expanding the theoretical and practical basis of public administration in the field of mental health provision. The proposed model enables the identification of appropriate administration strategies and the determination of relevant public administration entities for each component of mental health based on the assessment of external challenges and internal risks.
