FEATURES OF DETERMINING THE SUBJECT COMPOSITION OF RELATIONS IN THE PROVISION OF ADMINISTRATIVE SERVICES IN THE SPHERE OF CONSTRUCTION

Abstract

In the article, the author examines the features of the subject composition of the provision of administrative services in the construction sector. The main problems regarding the subjects that provide such services, the distribution of powers between us, ensuring the quality of the provision and support of such services are indicated.The author justifies the expediency of defining the following among the subjects of relations on administrative services in the construction sector: subjects of service provision; subjects of appeal; subjects of service support; subjects of control.The author emphasizes that, given the wide range of subjects participating in administrative relations on the provision of administrative services in the construction sector, it is important today to improve the system of such services, including both by expanding the staff of necessary employees and the number of structural divisions of the relevant bodies, but also by providing additional training on the capabilities of online services for both the subjects that provide such services and the applicants.The author argues for the importance of expanding and strengthening attention to the following activities: conducting online seminars and training on the provision of administrative services in the construction sector; development of a more detailed set of instructions taking into account incoming questions and errors; distribution of methodological materials and changes in legislation in the field of construction for service providers; granting territorial communities that have formed their own architectural and construction control bodies the authority to register documents and carry out construction control on the territory of the communities; strengthening control over software updates and strengthening cybersecurity.
