DETERMINATION OF FIXED VALUES OF IMPORTANCE COEFFICIENTS FOR EVALUATIVE COMPONENTS OF THE MORAL AND PSYCHOLOGICAL STATE OF PERSONNEL

One of the key aspects of successful planning and execution of modern combat operations is the comprehensive consideration of the moral and psychological state of personnel (hereinafter referred to as MPS). A high level of MPS is a determining factor in maintaining unit combat readiness, resilience to stressful situations, cohesion, and the ability to carry out combat tasks under intense physical and psychological strain. Service members with a high level of MPS demonstrate better endurance, discipline, and decision-making abilities in extreme conditions. Effective military command requires objective information regarding the overall MPS level, its dynamics, strengths, and weaknesses. This enables the determination of the optimal combat formation, methods of conducting operations, and the development of measures aimed at maintaining high morale among personnel. The determination of the generalized MPS level involves the application of assessment methodologies that take into account various structural components of this indicator.In the course of the study, an analysis of existing approaches to assessing the MPS of military personnel was conducted.The key indicators characterizing the MPS of personnel and their impact on its overall level were identified. Since each of these indicators has a different degree of significance, it is advisable to apply importance coefficients for their objective evaluation.To determine the fixed values of importance coefficients, the expert evaluation method was used, specifically T. Saaty’s pairwise comparison scale. The obtained results enabled the calculation of the significance of each component and the development of a generalized formula for assessing the MPS of personnel. The proposed formula takes into account the weight of each structural element, contributing to an objective analysis and interpretation of the results. The application of the proposed methodology will allow the command to assess the MPS of personnel in a timely manner, which will enhance the effectiveness of military management and facilitate well-founded decisions regarding combat deployment.
