NATIONAL ANTI-CORRUPTION POLICY IN UKRAINE: FEATURES OF THE FORMATION OF THE PUBLIC ADMINISTRATION MECHANISM

The article comprehensively reveals the features of the development and transformation of anti-corruption policy in Ukraine in connection with the establishment of the legal regime of martial law from the standpoint of the goal-setting methodology.The author draws attention to the unprecedented relevance of the problem of preventing and combating corruption in the sphere of public administration in today's crisis conditions. The changes taking place in anti-corruption legislation, the practice of functioning of control and law enforcement bodies, as well as civil society institutions under the pressure of external and internal challenges are analyzed. The focus is on substantiating the fundamentally new content of anti-corruption policy, which is being formed under the influence of military-political circumstances and in the context of ensuring state security and the support of Ukraine's international partners.Special attention is paid to the functioning of legal mechanisms to combat corruption while restricting a number of democratic procedures, increasing centralization and concentration of power in the hands of military authorities. A critical analysis of the risks of expanding corrupt practices under conditions of deregulation, simplification of procurement procedures, accelerated distribution of state resources and humanitarian aid is carried out. The increased responsibility of public authorities, the need to maintain transparency of decisions and the preservation of basic democratic standards even during the operation of a special legal regime are emphasized.The justification for the need to introduce innovative anti-corruption tools through: digitalization of public administration, strengthening anti-corruption certification for high-risk industries, improving mechanisms for interaction between state bodies and the public is provided. A conceptual model for adapting anti-corruption policy to martial law conditions is proposed, which is based on the principles of the rule of law, institutional stability and integration of the best international standards and practices.It is concluded that updating the content of anti-corruption policy is an indispensable condition for ensuring the stability of public administration, the legitimacy of government and strengthening the national security of Ukraine during military operations. It is substantiated that flexibility, openness and transparency of state policy on preventing corruption must become key guidelines for modern reforming the anti-corruption system in Ukraine.
