CURRENT CHALLENGES AND PROSPECTS OF PUBLIC ADMINISTRATION IN THE FIELD OF REGIONAL ENVIRONMENTAL POLICY IN THE CONTEXT OF ANTI-CORRUPTION LEGISLATION

The article analyzes the theoretical and practical aspects of modern challenges of public administration in the field of regional environmental policy in the context of anti-corruption legislation, taking into account the variety of complex issues related to the state and restoration of the country's ecology after the war in conditions of resource shortage. The understanding of regional environmental policy as the activity of local governments to develop and implement management decisions to exercise regulatory, organizational and coordinating influence on the sphere of environmental legal relations that have developed between legal entities and individuals regarding nature use objects is substantiated. It is revealed that the purpose of such public administration is to satisfy the environmental interests of the territorial community, related to the safety of the natural environment for citizens and the optimal use of its natural resources. The main factors influencing the features of public administration of regional environmental policy are determined as: geographical specificity of the region; risks of natural and man-made nature for the well-being of the territorial community; located business entities; fullness of the local budget; the level of public activity on environmental safety issues; the degree of environmental awareness of community residents; the degree of corruption of local government officials and the effectiveness of their decisions in the context of regional environmental policy.Ways are proposed to improve public management of regional environmental policy through: developing recommendations for identifying and fixing problems in the environmental sphere at the level of local government, including those related to the consequences of military operations and ways to solve them; and creating an open database of typical challenges facing local governments in the areas of environmental safety at the level of the Ministry of Community and Territorial Development, as well as the Ministry of Environmental Protection and Natural Resources of Regional Development, and developing the most effective algorithms for overcoming them.
