THE ROLE OF OPEN DATA IN ENSURING THE PRINCIPLE OF PUBLICITY IN THE MODERN CONDITIONS OF UKRAINE

The article reveals one of the fundamental principles of democratic governance – the principle of publicity, the basis for the implementation of which, through guarantees of freedom of speech, the right to appeal and the right to information, are laid down in the Constitution of Ukraine. The focus is on the main aspects of the principle of publicity, such as: openness and accessibility of information about the activities of public authorities, transparency of decision-making, participation of citizens in decision-making processes, accountability and responsibility of authorities.It was found that open data is a powerful tool for ensuring the availability of information, promoting transparency and accountability of government to society. It was found that in recent years, Ukraine has achieved significant success in the field of open data and occupies high positions in international rankings. Since 2020, Ukraine has risen in the open data ranking from 17th place to 6th in 2021 and remains in the top three during 2022–2024. Despite the full-scale war, Ukraine remains one of the leaders in the field of open data among European countries and occupies 3rd place in the latest The Open Data Maturity 2024 ranking.The main problems and challenges in working with open data in wartime conditions were identified: the risk of disclosure of sensitive information that may pose a threat to national security, defense, critical infrastructure and the safety of citizens, limited access to a number of state registries and open data portals, the complexity of data collection, the risk of damage to infrastructure, the balance between security and transparency.It was concluded that in martial law, a system for monitoring the use of open data should operate, it is necessary to regularly review data classification and risk assessment criteria, conduct an open data security audit, respond promptly to threats, and raise the level of awareness and qualifications of open data users on security issues and responsible use of information.
