ADMINISTRATIVE AND LEGAL MECHANISMS FOR ENSURING TRANSPARENCY OF PUBLIC ADMINISTRATION IN UKRAINE: PROBLEMS AND PROSPECTS

This article is devoted to the study of one of the key principles of democratic governance – the administrative and legal mechanisms for ensuring transparency in public administration in Ukraine. Transparency in the activities of public authorities is seen as a prerequisite for increasing the effectiveness of state management, preventing corruption, and ensuring proper accountability to society. The author analyzes the current state of legal regulation concerning transparency in public administration based on existing legislation, particularly the Law of Ukraine "On Access to Public Information" and other laws that regulate access to information and public participation in decision-making by state authorities. Special attention is given to the role of public administration in forming transparent governance and the challenges in implementing this principle in practice. The article highlights the main problems hindering the full realization of transparency in Ukraine, including limited access to public information, insufficient development of e-government mechanisms, bureaucratic obstacles, and corruption risks. The author examines the causes of these issues and possible ways to overcome them. The author highlights the prospects for improving administrative and legal mechanisms to ensure the transparency of public administration, such as: 1) improving the legislative framework by developing and adopting a unified Code of Transparency for Public Administration Activities and increasing the accountability of officials for violating transparency principles; 2) developing e-governance (ensuring the integration of information systems of all state institutions to make data accessible); 3) engaging citizens in processes – enhancing the participation of public organizations in monitoring government bodies and increasing citizens' awareness of their rights to access information and available digital services; 4) expanding international cooperation and involving international donors in improving institutional mechanisms of openness. The study emphasizes that ensuring transparency in public administration is a significant step toward enhancing citizens' trust in government and effectively combating corruption.
