LEGAL MECHANISM OF PUBLIC MANAGEMENT OF HIGHER EDUCATION

The article examines the legal mechanism of public governance in the higher education system, which serves as a key element in ensuring the effective functioning and development of the educational sector in Ukraine. The aim of the study is to analyze the regulatory legal acts governing higher education management through the examination of materials from publicly available databases of normative documents, in particular, the Official Web Portal of the Ukrainian Parliament "Rada. Verkhovna Rada of Ukraine." Special attention is given to a comprehensive analysis of the legal framework for educational activities and the identification of the main elements of the legal mechanism. The main elements of the legal mechanism for public governance in higher education include: the legislative framework, governance bodies, the primary functions of these bodies, the legal status of higher education institutions, as well as the rights and responsibilities of participants in the educational process. The article emphasizes the different levels of regulation in public governance of higher education, encompassing global, national, and local aspects. Particular focus is placed on the role of public governance bodies in creating the regulatory legal framework, monitoring compliance with standards, providing financial support, and fostering international cooperation. It has been established that the legal mechanism of public governance in the higher education system is an essential tool for regulating the educational sector, enabling the implementation of the state’s strategic objectives in the context of socio-economic and innovative development. The study concludes that the legal mechanism forms the foundation for building a stable, transparent, and effective system of public governance in higher education. This includes coordination among all stakeholders in the educational process, the creation of conditions for the realization of the rights and freedoms of educational participants, and the establishment of a favorable environment for innovative development. The presented findings can be used to improve legislation, enhance governance practices, and ensure the sustainable development of Ukraine's educational sector.
