STRATEGIC РLANNING AS AN INHERENT COMPONENT OF TERRITORIAL COMMUNITIES' DEVELOPMENT

The article examines the significance of strategic planning for the development of territorial communities, particularly in the context of modern challenges such as economic, social, and political changes. Local authorities, businesses, civil society organizations, and the residents themselves play an essential role in the strategic planning process, ensuring a comprehensive approach to addressing community problems and promoting sustainable development. The regulatory framework governing strategic planning at the local level is thoroughly discussed. The article analyzes the main principles of strategic planning, including the importance of involving various stakeholders in strategy development, as well as the role of strategic documents in defining community development priorities. Special attention is given to the importance of planning in the context of post-war recovery, where strategic management becomes a key tool for addressing crisis situations, rebuilding infrastructure, and ensuring stable economic growth. The work highlights how strategic planning helps communities adapt to new conditions, identify their strengths and weaknesses, and optimize the use of available resources to achieve sustainable development. It also explores the role of strategic documents in attracting investments, fostering business development, and improving residents' quality of life. Particular attention is paid to the participatory approach in the strategic planning process, which involves the active engagement of citizens, experts, and other stakeholders in the creation of effective development strategies. The importance of communication, cooperation, and openness in the planning process is emphasized to achieve tangible results. The research concludes that strategic planning is not only a tool for solving immediate problems but also the foundation for ensuring sustainable and successful long-term development of territorial communities.
