SOCIAL PROTECTION MECHANISM FOR WAR VETERANS AND THEIR FAMILY MEMBERS IN THE CONDITIONS OF MARTIAL STATE

The issue of the relevance of the public mechanism of social security and social guarantees for war veterans and their family members during martial law in Ukraine and in conditions of full-scale war is indisputable. The article analyzes and theoretically summarizes the regulatory and legal and organizational component of the public mechanism of social security of war veterans and their family members in Ukraine during martial law, paying attention to some draft laws of Ukraine that were adopted and entered into force, which introduced new components of the mechanism of social support and benefits for war veterans and their family members. Based on the analysis, generalization and systematization of sources, the ways and trends in the development of the mechanism of public administration of social protection of war veterans and their family members in Ukraine during martial law and after its termination or cancellation are highlighted. The features of changes and creation of new components of such a mechanism after the beginning of the full-scale invasion of the Russian Federation into Ukraine and to the present day are analyzed. An analysis of regulatory legal acts was carried out, which gradually introduced the implementation of new elements of the mechanism of social protection and benefits for war veterans and their family members, which were needed by defenders and veterans, as well as society in war conditions. It was determined that social support is currently and continues to be very important for veterans who courageously stood up for the defence of Ukraine and for their family members. The issues of the lack of terminological definitions fixed at the legislative level, in particular the terms “defenders” and “defenders”, the unequal approach to determining the grounds for obtaining the status of a war veteran, as well as the narrowing of such grounds, which, in turn, violates social justice for persons who defended and currently defend the independence, sovereignty and territorial integrity of our state, were noted. The article also outlines problematic issues of the mechanism, in particular the suspension of funding for sanatorium and resort treatment programs in 2024, which were partially provided at the expense of local budgets, and other problematic issues that arose due to a shortage of funds in a state that is resisting the aggressor country, the Russian Federation.
