DIGITALIZATION OF PUBLIC POLICY IN THE SYSTEM OF PUBLIC ADMINISTRATION

Abstract

The article examines key aspects of the impact of digitalization on public policy within the context of the modern system of public administration. Digitalization is becoming a powerful factor that transforms key management processes, promoting the improvement of government institutions' efficiency, ensuring transparency in decision-making, and optimizing the provision of public services. At the same time, digitalization is accompanied by a range of conceptual, legal, and organizational challenges, including issues of cybersecurity, data protection, as well as the management of large volumes of information generated in the process of digital interaction. One of the key problems is the lag of the regulatory and legal framework behind rapid technological changes, which complicates the integration of digital technologies into public administration. Special attention is given to the social consequences of digitalization, particularly changes in employment structures and qualifications requirements, as well as risks associated with the uneven distribution of benefits from digital technologies. As the process of digital transformation implies significant changes in the labor sphere, the importance of political measures aimed at ensuring social justice is highlighted. An important direction is the development of policies that include lifelong learning systems, professional retraining, and the development of new skills, especially for the most vulnerable population groups, such as older workers and those whose jobs are threatened by automation. Furthermore, it is necessary to create mechanisms for income redistribution and improvement of social systems, including through the development of "digital government" and "digital cities," which will provide access to public services through cutting-edge technologies. It is noted that the development of digital technologies should be accompanied not only by technological but also by social innovations, which will ensure a balanced development of public institutions in the new conditions. The research confirms that the success of the digital transformation of public administration largely depends on the ability of public policy to adapt to new realities, ensuring the effectiveness, transparency, and accessibility of management decisions, as well as the protection of citizens' rights and freedoms in the digital age.
