The article argues that the development of libraries of higher education institutions in Ukraine is an important component of improving the quality of educational services provided by them, raising scientific activity, developing the digital infrastructure of open science, and forming the institutional memory of an educational institution. Both state policy in the field of education and state policy in the field of librarianship have a decisive influence on the development of libraries of higher education institutions. A modern, comprehensive, scientifically based, rationally formed and consistently implemented state policy aimed at ensuring the fullest possible fulfillment of libraries' social role in meeting the information, educational, scientific and cultural needs of the educational community is the key to creating favorable conditions for the educational and scientific activities of higher education institutions, increasing their competitiveness and integration into the global educational and scientific space. The purpose of the article is to analyze strategic regulatory documents that determine the directions of development of libraries of higher education institutions of Ukraine in modern conditions. It has been established that the priorities for the development of libraries of higher education institutions are determined at the national level in a number of strategic regulatory documents in the field of higher education and librarianship, in particular, the Strategy for the Development of Higher Education in Ukraine for 2022–2032, the Strategy for the Development of Libraries for the Period up to 2025 «Qualitative Changes in Libraries to Ensure Sustainable Development of Ukraine» and the Human Development Strategy. Strategic directions for the development of libraries of higher education institutions in modern conditions have been identified: integration with the educational process; information support for scientific research; digitalization of library resources; introduction of innovative technologies and automation of processes (artificial intelligence, blockchain, big data, etc.); preservation and popularization of cultural heritage and formation of institutional memory of HEIs; formation of space for education, science, creativity and cooperation; development of professionalism of library workers; international cooperation and integration; support for sustainable development and environmental initiatives.
