APPROACHES TO THE FORMATION OF PUBLIC ADMINISTRATION MECHANISMS IN THE SPHERE OF CIVIL PROTECTION IN UKRAINE IN THE CONDITIONS OF ENSURING NATIONAL SECURITY

The mechanisms of state administration and the mechanisms of public administration in the field of civil protection of Ukraine are correlated as general and partial. It is found that some elements of the mechanisms of state administration (goal, principles, methods, functions, etc.) are part of the mechanisms of public administration in the field of civil protection of Ukraine. The special role of, first of all, methods of public administration in the formation of mechanisms of public administration in the field of civil protection is determined. It is insisted that these methods constitute the basis for the classification of mechanisms of public administration in this field, among which institutional and resource ones are distinguished. It is substantiated that the institutional mechanism of public administration in the field of civil protection includes a legal and organizational subsystem, and the resource mechanism of public administration in this field includes financial, information, personnel and other support. The process features of the formation of mechanisms of public administration in the field of civil protection are revealed, in particular its dialectic and complexity. In order to simplify it, it is argued to apply systemic and structural-functional approaches to the formation of public administration mechanisms in the field of civil protection of Ukraine. In addition, it is recommended to apply an institutional approach to the formation of public administration mechanisms in the field of civil protection, because this approach allows for a comprehensive determination of the role of political, social and legal institutions in this area. In this context, the features of the use of the institutional approach in the specified area are schematically presented. It is found that there is no crucial legal institution - the Strategy of Public Security and Civil Protection of Ukraine, designed to establish the legal regime of civil protection during martial law and in the post-war period. On this basis, the need to develop and implement such a strategy, as well as ensuring its public legitimacy, is proven.
