THE AMERICAN MODEL OF THE ORGANIZATION OF PUBLIC MANAGEMENT OF THE HIGHER EDUCATION SYSTEM

The article examines the American model of public administration in the higher education system under modern conditions. The American model of public administration in higher education is one of the most effective and, at the same time, the most flexible models in the world. It is based on the principles of decentralization, institutional autonomy, and integration with the labor market. The article analyzes the key aspects of this model, including financial diversification, interaction between universities and public institutions, collaboration with the private sector, and the role of higher education in ensuring the country's innovative development. Significant attention is given to development trends such as the implementation of modern educational technologies, the integration of international experience, and the attraction of grant resources. The key advantages of the American model of public administration in higher education are identified, namely: decentralized management and university autonomy, financial diversification, innovation and research activities, accessibility and social orientation, quality of education and reputation, and integration of modern technologies. The article emphasizes that the American model successfully addresses the challenge of education accessibility through financial support for students from various social groups, creating conditions for broad participation in the educational process. An important aspect is the active involvement of universities in innovation development, which ensures technology transfer and the creation of startups. At the same time, challenges related to the rising cost of education and the need to ensure equal access to quality education are highlighted. Particular attention is paid to the potential for adapting the American experience to reform Ukraine's higher education system. The analysis is conducted considering current globalization trends, allowing for the specifics of different national education systems to be taken into account.
