MECHANISM OF STATE REGULATION OF CIVIL-MILITARY COOPERATION IN THE CONDITIONS OF CHANGES IN THE MILITARY-POLITICAL SITUATION IN THE STATE

The article comprehensively examines the role of the mechanism of state regulation of civil-military cooperation (CMC) as a key instrument for ensuring Ukraine's national security in the context of dynamic changes in the military-political situation. It is defined that CMC is an important component of the integration of efforts by military structures, state authorities, and civil society, enabling effective interaction in addressing crisis situations, humanitarian tasks, and countering hybrid threats. Special attention is paid to the study of international experience, particularly that of NATO member states, which have an established CMC system, and the adaptation of these standards to Ukraine's realities, thereby improving the effectiveness of the Armed Forces of Ukraine. The study emphasizes the significance of CMC principles, including humanity, transparency, rational use of resources, shared goals, interaction, and communication. These principles ensure not only the effective fulfillment of military tasks but also contribute to the formation of positive public attitudes towards the actions of the Armed Forces of Ukraine, enhancing the moral spirit of the population and overall societal cohesion. It is summarized that CMC operates at the strategic, operational, and tactical levels, providing a multi-level approach to solving both military and non-military tasks. Conclusions are drawn about the necessity of improving the legislative framework, establishing permanent CMC structures at all levels, integrating international standards, ensuring quality training of military personnel for work in the CMC sphere, and deepening cooperation with international organizations. It is emphasized that the development of the CMC mechanism will enhance the country's defense capability, strengthen trust in military structures, create a safe environment for citizens, and achieve stability in the face of modern challenges and threats.
