PUBLIC ADMINISTRATION OF THE FORMATION OF A BARRIER-FREE WORLD IN THE FIELD OF TOURISM (ON THE EXAMPLE OF ITALY)

Abstract

The article provides a solution to the current scientific problem of public management of the formation of a barrier-free world in the field of tourism. It has been studied that Italy has a significant experience in public management of the formation of a barrier-free world in the field of tourism, paying special attention to the improvement of public management mechanisms to ensure accessibility for persons with disabilities in various spheres of life. In recent decades, the country has actively reformed state policy and infrastructure, tourist attractions, and public spaces to adapt them for inclusive individuals. According to statistics, over 4,3 million people with disabilities live in Italy, representing approximately 5.2% of the population. Government authorities, particularly the Italian government, place great importance on inclusive tourism, for example, by implementing several programs aimed at improving the integration of inclusive tourists into society, including investments in barrier-free transportation, upgrades to public spaces, and expanding access to healthcare and educational services. Special attention is given to the tourism sector, as Italy is one of the most popular tourist destinations in the world, welcoming millions of visitors annually. Italian public authorities are actively working to create inclusive tourism by providing access to historical landmarks and cultural institutions for all population groups. For instance, tourist cities such as Rome and Florence have significantly improved infrastructure for visitors with disabilities, ensuring accessibility to key tourist sites like the Colosseum and the Vatican Museums. Furthermore, Italy has introduced in public policy in the field of tourism the national program «Italy for All», aimed at creating an inclusive environment for tourists. It has been analyzed that Italy is a leader in the legislative field concerning the rights of people with disabilities. The adoption of laws by government bodies, such as the law «Legge 104», regulates the provision of social support and the creation of conditions for barrier-free access to educational and work environments for individuals with disabilities. Supporting such initiatives underscores the country’s commitment to integration and equal opportunities for all segments of the population.
