IMPLEMENTATION OF STATE POLICY IN THE SPHERE OF TOURISM AS A TOOL FOR DEVELOPING THE POTENTIAL OF COMMUNITIES AND REGIONS

The article considers the directions of implementation of state policy in the field of tourism as a tool for developing the potential of communities and regions. It is emphasized that the development of the tourism sector contributes to expanding the capacity of communities based on the effective use of resources, the formation of common interests, providing opportunities for decent work, productive employment, and increasing the competitiveness of the region. However, insufficient attention from state and local government bodies to the institutional support of the tourism sector due to the instability of management institutions; underdevelopment or low quality of tourism infrastructure; lack of developed and accessible information support for tourism products; insufficient cooperation between tourism institutions at the interregional and cross-border levels; unsystematic scientific support for tourism development; weak participation of local governments in coordinating and supporting the efforts of all interested parties in the development of tourism in regions, cities, and towns, leaves the realization of the potential of the tourism industry at a low level. The most destructive impact on the tourism sector was caused by the full-scale military aggression of the Russian Federation against our country, which led to a slowdown in the pace of economic development, a significant reduction in production volumes, a decrease in the number of medium and small business entities in the tourism industry, a reduction in the number of jobs, and a shortage of qualified personnel. It is noted, a large number of territorial communities, which, due to difficult socio-economic conditions of existence, lack of entrepreneurial experience and a shortage of specialists, are most in need of the development of alternative activities. However, for them, the introduction of the tourism sector is an extremely difficult task. Therefore, such aspects as the interaction of public administration bodies at the regional and local levels; the consistency of regional and local programs in the tourism sector; the quality of project implementation; the level of qualification of public servants, on whom the implementation of reforms in the tourism sector depends, are of great importance.
