PUBLIC GOVERNANCE MECHANISMS IN THE TOURISM INDUSTRY

The article examines the main aspects of public governance in the tourism sector of Ukraine, taking into account current challenges and transformational processes affecting this sector. The importance of involving civil society organizations and local authorities in the process of planning and implementing state and regional tourism strategies is noted. The impact of grant programs of international donors on the development of tourism in Ukraine during the war and post-war period is studied. With the beginning of the conflict, the number of such programs has increased significantly, which created new opportunities for the restoration of cultural heritage, support for local communities, and the development of tourism and recreation. Since grants are available only to non-profit organizations, the importance of strengthening the role of these organizations in public governance of the tourism sector in Ukraine is emphasized. The article highlights several key aspects that help achieve effective tourism development through the active participation of civil society organizations. In particular, the importance of improving access to international funding, the flexibility of public organizations in responding to the challenges of the war, as well as increasing the transparency of management through the involvement of these organizations in decision-making processes is emphasized. Additionally, the emphasis is on developing trust in non-profit organizations that are able to meet the requirements of international donors regarding reporting and control. Strategic directions for the development of public administration in the tourism industry are proposed by strengthening the role of public organizations. In particular, this is the creation of a favorable legal environment, the development of programs to support civil society organizations and their involvement in decision-making at all levels. The importance of information support and strengthening trust in public organizations through training in financial reporting and monitoring the effectiveness of projects is highlighted. The implementation of such changes will not only improve management processes, but also ensure the effective use of resources for tourism development, preservation of cultural heritage and support for local communities, which opens up new opportunities for financing and social development in Ukraine.
