PUBLIC ADMINISTRATION OF TOURISM AND HOSPITALITY INDUSTRY UNDER CONDITIONS OF UNCERTAINTY

The specific features of public administration in the tourism and hospitality sector under conditions of uncertainty, with particular attention paid to security issues have been examined in the paper. The impact of global challenges, such as military actions, terrorist attacks, economic crises, environmental disasters, and pandemics, on the development of the tourism sector has been analyzed. It has been proven that under instability, the key tasks of public administration include ensuring flexibility, adaptability, and the implementation of innovative approaches to strategic planning and crisis management. Modern approaches to the formation of state policy aimed at ensuring the safety of tourists, entrepreneurs, and hospitality industry workers have been systematized. The importance of integrating the principles of sustainable development, crosssectoral interaction, and innovations into management processes has been substantiated. It has been determined that the effectiveness of government measures in this sphere depends on their focus on protecting national interests, particularly safeguarding the rights of tourists, preserving historical heritage, and creating conditions for the sustainable development of the sector. The article also analyzes the structure of national interests in the tourism sector, encompassing the interests of the state, society, tourists, entrepreneurs, and industry workers. The primary tasks of public administration have been systematized, including forecasting, identifying and analyzing threats, developing safety measures, coordinating actions between central and local government bodies, and fostering international cooperation. It has been demonstrated that the security of the tourism and hospitality sector represents a dynamic state that ensures its reliable functioning and sustainable development. It has been substantiated that public administration should be based on transparency, predictability, and coordination among the sector’s stakeholders. It has been determined that guaranteeing the security of tourism and hospitality is a key factor in maintaining trust, stability, and competitiveness in the sector, even under the most challenging circumstances.
