SYSTEM OF STRATEGIC DEVELOPMENT OF INDUSTRIAL REGIONS OF UKRAINE: ASPECTS OF THE SOCIAL DIMENSION

The paper analyzes the strategic development priorities of Ukraine’s industrial regions under conditions of crises and instability in economic systems. The role and importance of the social component in the system of effective regional management of industrial systems are defined. The challenges and threats to effective social development in Ukraine's industrial regions within the framework of strategic management are systematized. The following blocks of issues that hinder strategic growth in industrial territories are highlighted: problems related to the territorial characteristics and disparities of domestic industrial regions; difficulties in organizing management processes; and the crisis of competitiveness in industrial regions. The article identifies the priorities of social governance in industrial regions within their strategic development systems. The authorities should place special emphasis on ensuring social development through the implementation of measures to create new jobs, restore and develop social infrastructure, ensure the safety of the local population and internally displaced persons, and increase the level of social protection of citizens.It is argued that the social modernization of industrial agglomerations requires the development of state strategic programs and concepts for socially oriented development, taking into account the economic potential, specialization, and capabilities of industrial regions. It is substantiated that the sustainable development of Ukraine's industrial regions necessitates stimulating innovation-investment and scientific-technological activities, improving the standard and quality of living, combating shadow economy practices and corruption, enhancing social development indicators, preserving and restoring human resource potential, and forming an effective regional development management system. Strategizing the sustainable development of industrial regions should become the foundation for the restoration and progressive development of Ukraine's economy in the post-war period.
