COMMUNICATION STRATEGIES FOR PRESERVING THE PUBLIC IDENTITY OF THE POPULATION OF TEMPORARILY OCCUPIED TERRITORIES WITH THE PURPOSE OF THEIR ECONOMIC REBUILDING AFTER LIBERATION

Abstract

The article explores communication strategies for preserving the public identity of the population of temporarily occupied territories and promoting their economic recovery after liberation. The war significantly affected the structure of community identity, causing a loss of territorial unity, increasing the risks of assimilation of displaced persons and the breakdown of social ties between members of communities located in different places. The article highlights possible ways to overcome the identity crisis, restore social cohesion and lay the foundations for the economic revival of communities forcibly displaced from their own territories. The response of central and local authorities to the public identity crisis is examined. An analysis of existing programs aimed at supporting ties with communities under occupation or with those whose members were forced to leave their homes is conducted. Particular attention is paid to the role of local authorities in the development and implementation of such programs. The article presents the practical experience of communities in the cities of Mariupol, Melitopol, Genichesk, Kherson, Kupyansk and Berdyansk, which used various approaches to support social cohesion, preserve cultural self-identification and ensure conditions for economic recovery. Based on the analysis of the acquired experience, effective communication strategies are proposed aimed at supporting the identity of displaced persons, their integration into communities, preservation of cultural heritage, as well as restoration of the economic potential of territories. The work emphasizes the importance of integrating the efforts of state, local and international institutions in the implementation of these strategies. Such measures include the creation of sustainable communication channels between community members, the implementation of initiatives to strengthen the sense of belonging to the community, the organization of cultural and educational programs, promotion of economic reintegration and attraction of resources for recovery. Communication strategies have been identified that, in the authors' opinion, are important for building cohesive and self-sufficient communities capable of withstanding the challenges of war, preserving their identity, and ensuring sustainable economic growth.
