FORMATION AND IMPLEMENTATION OF AN EFFECTIVE PARADIGM OF REFORMING THE TERRITORIAL ORGANIZATION OF GOVERNMENT IN POST-COMMUNIST COUNTRIES: THE EXPERIENCE OF THE REPUBLIC OF POLAND

The purpose of the study is to identify the methodological foundations of the reform of territorial self-government in Poland, to define and characterize the main stages, to identify the characteristic features of each of these stages and to clarify the role of the expert factor in this process The hypothesis of the study is based on the understanding of the paradigm as the main line of development, the implementation of which should take into account several key components that ensure the effectiveness of public management of the reform process. The relevance of studying the Polish experience is considered from several points of view: it shows how national characteristics can be effectively combined with European standards; helps to avoid typical mistakes during the reform of the territorial organization of power; can serve as a basis for developing universal approaches to the reform of the territorial organization of power. The results of the study consist in clarifying, based on the analysis of scientific research by Ukrainian and Polish authors, the main components of an effective paradigm for the reform of the territorial organization of power: high-quality institutional support; subsidiarity; decentralization; financial, legal, organizational, etc. self-sufficiency of territorial communities; integration of territorial communities; social orientation and adaptation to globalization challenges, one of which is the process of digitalization, including e-democracy and e-government. Research directions are highlighted and their results are disclosed. The stages of reforming territorial self-government in Poland are highlighted. The role of leading Polish scientists in carrying out reforms is revealed. The author's conclusions convincingly testify to the relevance and complexity of the issues of reforming local self-government. Common to Ukraine and Poland is the need to preserve the unitary nature of the state, while maximally expanding the rights and opportunities of territorial self-government. Its reform should be perceived as a complex process that involves combining the efforts of the public, politicians and experts. Ukrainian scientists thoroughly consider theoretical issues of modernizing public administration, but it seems necessary to pay more attention to foreign experience of reforms. From the point of view of methodology, the need for wider use of the capabilities of domestic experts is indicated.
