THEORETICAL GROUNDS FOR STUDYING THE PROCESSES OF STRATEGIC PLANNING PROCESS DEVELOPMENT IN UKRAINE BASED ON THE EUROPEAN SMART SPECIALISATION

Abstract

The article determines that in the European Union, smart specialisation is characterised as an approach that identifies, with broad stakeholder involvement, strategic areas for intervention based on an analysis of the strengths and potential of the territory/region's economy, combined with the process of entrepreneurial discovery, is outward-looking and provides for a broad view of innovation, including, but not limited to, technological approaches supported by effective monitoring mechanisms. It is emphasised that a national/regional smart specialisation strategy can be viewed as a programme of economic transformation based on four general principles - the ‘Four Cs of Smart Specialisation’: (Hard) Choice and Critical Mass; Competitive Advantage; Connectivity and Clusters; and Collaborative Leadership. In order to meet this definition, the process of developing a regional smart specialisation strategy is implemented in six steps: analysing the regional context and potential for innovation; establishing a robust and inclusive governance structure; developing a common vision for the future of the region; selecting a limited number of priorities for regional development; creating an appropriate set of policies; and integrating monitoring and evaluation mechanisms. Cooperation with stakeholders, which is implemented in the development of smart specialisation strategies (in the form of the entrepreneurial discovery process), is one of the key elements of the smart specialisation approach. At the same time, even after many years of implementation, the process of entrepreneurial discovery remains a challenge for most European regions and countries. Among the prospective areas for further research, the following are considered to be priorities: analysing the experience of implementing smart specialisation in the European Union and regions outside the EU; forming a set of scientific provisions for the development of strategic planning in Ukraine based on European smart specialisation; substantiating the mechanisms for implementing standardised European smart specialisation practices at the regional level in Ukraine; developing an approach to measuring the maturity of public administration bodies in the field of smart specialisation.
