THE RIGHT TO HEALTH CARE IN THE MECHANISM OF REINTEGRATION OF THE TEMPORARILY OCCUPIED TERRITORIES OF UKRAINE

Abstract

The article examines the right to health care in the mechanism of reintegration of the temporarily occupied territories of Ukraine. It is emphasized that the concept of de-occupation is related to the territory, while reintegration is related to the population, and therefore the reintegration mechanism should be aimed at people who lived in the temporarily occupied territory. The mechanism of reintegration of the temporarily occupied territories of Ukraine is proposed to be understood as a complex entity that combines not only various measures aimed at restoring state power in the respective territories, but also the return (integration) of the population into the political, cultural, economic and social life of the country. The author emphasizes that effective reintegration of the population of the temporarily occupied territories is impossible without ensuring their right to health care. It is the fullness of life and the highest permissible level of health that should be the standards for returning people to peaceful life. The main medical and legal measures in the mechanism of reintegration of the temporarily occupied territories of Ukraine include: 1) Restoration of full access to medical care at all levels; 2) Improvement of the sanitary and epidemiological situation through measures to support public health, provide the population with drinking water, food, and eliminate sources of infectious and other diseases; 3) Rehabilitation and health measures for the population, in particular for children who lived in such territory; 4) Organizing psychological assistance, eliminating the consequences of post-traumatic stress disorders, restoring people's stable psycho-emotional state; 5) Restoring the provision of full pharmaceutical assistance to the population in accordance with the medical guarantee programs; 6) Attracting international assistance to resolve existing problems as soon as possible and improve the healthcare situation in the de-occupied territories of Ukraine.
