ENSURING THE TRANSPORT AND LOGISTICS INFRASTRUCTURE’S RESILIENCE IN UKRAINE: REGULATORY FRAMEWORK, CHALLENGES AND PROSPECTS

The paper emphasises that the priorities for the development of the national transport and logistics infrastructure are defined by a number of strategic documents at the national level, in particular, the National Transport Strategy of Ukraine for the period up to 2030, commitments to ensure compliance with the Sustainable Development Goals of Ukraine for the period up to 2030, the State Strategy for Regional Development for 2021-2027, and the National Economic Strategy for the period up to 2023. The further development of regulatory support and setting of strategic priorities in the sector are taking place in the context of the full-scale invasion of russia, the destructive effects of hostilities and terrorist threats, which determines the beginning of a new stage in the formation of a national system for ensuring the resilience and further sustainable development of transport and logistics infrastructure in Ukraine. Three stages of periodisation are proposed to be defined: strategizing in the field of development of transport and logistics infrastructure in Ukraine, taking into account the obligations to ensure compliance with the participation of the Sustainable Development Goals at the national and regional levels (2018-2019); prioritisation of development of transport and logistics infrastructure at the national level (2020-2021); initiatives to ensure sustainability, post war recovery and further sustainable development of transport and logistics infrastructure at the national, regional and local levels Among the promising areas for further research, we consider the following to be priorities: a comprehensive analysis of the state of scientific research on the problem of ensuring the sustainability of the infrastructure of territories and communities as a component of their sustainable development; process modelling of the system of ensuring the sustainability of the transport and logistics infrastructure of territorial communities in Ukraine; development of mechanisms for adapting the guidelines of international organisations and established practices to ensure the sustainability of the transport and logistics infrastructure of territories and communities to the conditions of their implementation.
