INTERNALLY DISPLACED PERSONS IN THE FOCUS OF PUBLIC ADMINISTRATION ACTIVITIES: ANALYSIS CONCEPTS AND CATEGORIES IN THE CONDITIONS OF ARMED CONFLICT

The presented scientific work is characterized by a high degree of topicality of issues related to the coverage of certain aspects of the state policy of Ukraine in relation to such a category of population as internally displaced persons (English – internally displaced persons). The purpose of the work is to carry out a theoretical analysis of the concept of "internally displaced persons" (IDPs) in the context of public management and administration and to highlight its specific features under the conditions of the legal regime of martial law in Ukraine. The methodological basis of the study was system, public administration and scientific approaches. This made it possible to comprehensively analyze the current state of development of the conceptual and categorical base in the implementation of the state policy of Ukraine regarding IDPs, to determine the essence of the concept of "internally displaced persons" through the prism of international and national dimensions.Based on the results of the research, the author formulated his own definition of the concept of IDPs in the light of the Russian-Ukrainian armed conflict: "Internally displaced persons during the period of the Russian-Ukrainian war are a complex approach to the formation and implementation of the state policy of Ukraine, the object of which are persons who were forced to suddenly change place of permanent residence within state borders and receive state guarantees of protection of their rights, interests and freedoms, determined by the Constitution of Ukraine and the law of Ukraine of special effect, through the recognition of the status of IDPs". The study of the historical aspects of the formation and development of state management approaches to the implementation of the policy of protection of internally displaced persons during the period of independence made it possible to identify two periods: discrete (1991-2014) and continuous (2014-2024). The need for further development of public management and administration in the sphere of implementation of the state policy of Ukraine regarding internally displaced persons has been confirmed. This will bring the content of public management activities closer to the best examples of European countries in the protection of social rights, freedoms and interests of IDPs in Ukraine.
