FORMATION AND IMPLEMENTATION OF STATE ECONOMIC POLICY IN THE CONTEXT OF ENSURING SOCIAL WELFARE IN CIVIL SOCIETY

The article determines that in Ukraine, where many people have lost their jobs or a significant part of their income due to the economic crisis and hostilities, the issue of access to paid leisure time is becoming very relevant. People with higher incomes have more opportunities to participate in a variety of leisure activities that contribute to their well-being, while other segments of the population may be limited in these opportunities. In the Ukrainian context, this concept may be of particular importance, as war and other social changes affect the mental health and emotional state of citizens. It was found that the subjective perception of well-being can differ significantly depending on personal experience, cultural and mental characteristics of a person. Citizens living in war-affected regions may rate their well-being significantly lower due to high levels of stress and anxiety, even when their basic material needs are met. In modern Ukraine, where many people have to adapt to new living conditions, finding joy and satisfaction in everyday moments becomes an important strategy for maintaining mental health. In particular, in times of war, when many citizens participate in volunteering and community initiatives, this can be an important source of a sense of significance and personal worth, which increases their social well-being. It has been proven that in the conditions of a long war, economic crises and inflation, Ukrainian society faces numerous challenges that directly affect the availability and quality of leisure time, and therefore, the social well-being of citizens. Today, the Ukrainian economy is under significant pressure due to military operations, destruction of infrastructure, changing market conditions and forced population displacement. All this leads to an increase in unemployment, a drop in income and a decrease in the general standard of living of citizens. It is substantiated that citizens with higher incomes continue to have the opportunity to engage in leisure activities, while low-income segments of the population face serious restrictions. In addition, economic instability leads to reduced funding of cultural and sports facilities, which further complicates access to quality leisure time. At the same time, there is a growing role of non-governmental organizations and volunteer initiatives that try to compensate for these gaps by offering free or affordable programs and activities for different categories of the population.
