PUBLIC MANAGEMENT OF MUNICIPAL INFRASTRUCTURE DEVELOPMENT AT THE REGIONAL LEVEL: THEORETICAL AND ORGANISATIONAL AND LEGAL FRAMEWORK

Abstract

The article analyses the approaches to defining the essence of the concept of "communal infrastructure" as an object of public administration, as well as the content and role of the latter in the development of housing and communal services and ensuring an adequate and comfortable standard of living for residents of territorial communities and the region as a whole. The author analyses the problems relating to both the housing and communal services and their infrastructure, which are directly related to the beginning of Russia's full-scale invasion of Ukraine and the introduction of martial law in Ukraine. It is emphasised that the primary measure to implement changes in the system of public administration of housing and communal services was to bring the regulatory framework in this area in line with the requirements of the times. It is shown that at the regional level, communal infrastructure is a component of the economic complex of a region, and is a set of all communal facilities and services located on its territory, without exception, which ensure the implementation of organisational and managerial functions and engineering and technical solutions to create conditions for maintaining an adequate level of life of the population and implementation of social, production and other processes in the region through the provision of quality housing and communal services. The corresponding author's definition is provided. It is proved that the need to improve the efficiency of public administration of the development of communal infrastructure of territories and communities of Ukraine is inevitable, and is due to the need to ensure stable and high-quality provision of housing and communal services, which, in turn, are the product of the activities of communal enterprises and are consumed by the population of the country, as well as by business and other organisations, enterprises, institutions of various forms of ownership. It is concluded that the level of economic growth of a particular locality, as well as of the region and the country as a whole, depends on the degree of development of the communal infrastructure and the quality of housing and communal services.
