INTERACTION BETWEEN STATE GOVERNMENT BODIES AND LOCAL GOVERNMENT BODIES IN THE PROVISION OF ADMINISTRATIVE SERVICES IN THE CONTEXT OF DECENTRALIZATION AND DIGITALIZATION

In the modern world, where globalization and the development of information technologies actively affect all spheres of social life, the effectiveness of interaction between state authorities and local self-government bodies becomes a key factor in providing quality administrative services. Decentralization and digitization create new opportunities to improve these processes, but also pose new challenges and requirements for coordination and interaction between different levels of government. Insufficient coordination between state authorities and local self-government bodies in the conditions of decentralization and digitalization leads to a decrease in the efficiency of the provision of administrative services, which requires the search for new approaches to optimize management processes and improve the quality of service to citizens. The purpose of the study is to determine the main problems and perspectives of the interaction of state authorities and local self-government bodies in the field of providing administrative services in conditions of decentralization and digitalization, as well as to develop recommendations for improving coordination between these bodies. The object of the study is the process of interaction between state authorities and local self-government bodies in Ukraine. The subject of the research is the mechanisms of providing administrative services in the context of decentralization and digitalization. Methods used in the research: analysis of literary sources, comparative method, empirical research. The author identified the main problems of the interaction of state authorities and local self-government in the field of providing administrative services, analyzed foreign experience and determined its relevance for Ukraine, and developed recommendations for improving coordination between state authorities and local self-government. The conclusion of the study is the need to form interaction between state authorities and local self-government bodies is critically important for the successful implementation of reforms in the field of decentralization and digitalization. Lack of coordination and technical limitations are the main obstacles on this path.
