DIRECTIONS OF THE IMPLEMENTATION OF THE STATE POLICY OF UKRAINE IN THE SPHERE OF CIVIL PROTECTION ON THE WAY TO EUROPEAN INTEGRATION

Abstract

This article highlights the extremely relevant for Ukraine against the backdrop of military aggression from the Russian Federation and in the context of European integration, the problem of the need to improve public administration in the field of civil protection, protection of the population and territories from emergencies of man-made, natural and military nature, which is an integral part of the security and defense sector of our state. It specifies the main stages and legislative acts regarding the accession of Ukraine to the Civil Protection Mechanism of the European Union. There is an urgent need to increase the level of capabilities of the civil defense system of Ukraine to respond to emergency situations of man-made and military nature and eliminate their consequences during hostilities. Attention is focused on the priority task at this stage of adapting the legal framework of Ukraine in the field of civil protection to the requirements and standards of the European Union. The main tasks to ensure a high level of readiness of society and the state to respond to a wide range of threats, provided for by the National Security Strategy of Ukraine "Human Security - Country Security", are highlighted. Priority directions of state policy in the field of civil protection in the context of full membership in the Civil Protection Mechanism of the European Union are indicated, in particular priority measures and practical steps to ensure full functioning in this European security structure, determination of the forces and means necessary for a joint effective response to challenges and threats to territories of other member states. Particular attention is paid to the issue of adapting Ukrainian legislation to EU law, as well as the process of checking Ukrainian legislation for compliance with European legislation. Conclusions and proposals are formulated for increasing the level of civil protection of territorial communities at the regional and local levels in the context of decentralization of power in Ukraine and administrative-theoretical reform at the expense of expanding the powers of local executive bodies and local self-government bodies, as well as strengthening their interaction with central management bodies.
