LEGAL AND REGULATORY FRAMEWORK FOR THE ECONOMIC MECHANISM OF THE FOOD SECURITY PUBLIC ADMINISTRATION IN TERMS OF THE POPULATION'S FINANCIAL SUPPORT

The article is dedicated to the study of the legal framework for the economic mechanism of state management of food security in terms of financial support for economic accessibility of food in Ukraine from 2014 to 2024 to assess the current state and problems that need to be addressed. The volumes of international support for Ukraine have been analyzed, and an analytical cartogram of the gradation of international assistance in 2022-2023 has been constructed. Providing financial support to the population to increase the economic accessibility of food in Ukraine is carried out through initiatives aimed at minimizing the negative impact of military actions and crisis phenomena on the lives of citizens, supporting vulnerable segments of the population, and generally facilitating the socio-economic recovery of the country. In Ukraine, a number of legal acts have been adopted that regulate the issue of providing financial assistance to the population, especially in conditions of martial law, economic crises, or in response to food needs. The results of the conducted SWOT analysis indicate the presence of weaknesses in the form of bureaucratic processes of receiving assistance, lack of sufficient information campaign, insufficient funding to cover the needs of all low-income families, insufficient adaptability to rapidly changing conditions, and a lack of measures for involving and coordinating with international partners. Based on the results of the study, directions for improving the legal framework have been proposed, including increasing the flexibility and adaptability of legislation, simplifying the procedures for providing assistance, improving mechanisms for monitoring and evaluating support programs, involving the public and international organizations in planning and implementing social support programs, and ensuring transparency in the use of financial resources.
