DIGITALIZATION OF PUBLIC SERVICES DURING MARTIAL LAW: THE CASE OF THE PENSION FUND OF UKRAINE

Abstract

The article examines information and analytical systems and the latest technologies and their use in the activities of the Pension Fund of Ukraine. After all, they are the main means of increasing the efficiency, quality and expansion of services provided to the population. The full functioning of the Pension Fund of Ukraine requires significant modernization of activities with a clear development of strategic and tactical goals and ways of their implementation. The main conceptual foundations of the modernization of the Pension Fund of Ukraine can be outlined in the following key aspects: digital transformation and innovation; proactivity and customer orientation; transparency and openness; data security and cyber security; institutional capacity and professional development of personnel; integration with other state registries and systems; financial stability and efficiency; coverage and accessibility. These conceptual principles are the basis for the implementation of reforms that will help improve the quality of services of the Pension Fund of Ukraine and ensure social justice and effective management of the pension system. At this stage, it is important to direct the development of information systems to improve the subsystem of reception of citizens, increase the efficiency and quality of their service, make sure that everyone who applies to the Pension Fund feels that new technologies are working for him. The priority areas of modernization of the Pension Fund of Ukraine through the digitization of the service delivery system may include the following areas: creation of a single digital platform, automation of processes, improvement of online service quality, cyber security and data protection, training and staff training, information support and educational activities. The use of modern innovative information technologies and analytical methods will contribute to the successful development of the pension system, increasing the transparency of activities, effective performance of tasks, and the introduction of European standards for the provision of pension services.
