STRATEGIC PLANNING IN PUBLIC INSTITUTIONS AND ORGANIZATIONS

The article examines the essence of strategic planning. The proposed own interpretation of the concept of "strategic planning" as a process that determines the direction and general strategy of the organization's development, taking into account its purpose, mission and long-term goals. The key stages of strategic planning are considered: analysis of the external environment; defining the mission and goals; analysis of internal potential; choice of strategies. It was established that the features of strategic planning in public institutions and organizations are related to the features of strategic planning in the system of public management and administration, which relate to the following aspects: public interest; long term; taking into account the internal and external environment; public participation; control and evaluation; flexibility and adaptation. It is noted that taking into account the mentioned features helps ensure effective strategic planning in the system of public management and administration. Advantages of strategic planning are given: focus on results; managed change; coordination and cooperation. The problems of strategic planning in public institutions and organizations in the modern conditions of Ukraine were identified: unfavorable economic environment; instability and unpredictability; shift of priorities; loss of resources; bureaucracy and lack of coordination; lack of monitoring and evaluation; influence of corruption. Directions for improving strategic planning in public institutions and organizations are proposed: involvement of interested parties; monitoring and evaluation; ensuring communication and inclusion in the personnel planning process; involvement of professionals. It was noted that the state can have a significant impact on the development of strategic planning in public institutions and organizations by using the following levers: development of methodologies and standards; personnel training and development; financial support; stimulating innovation.
