STATE POLICY OF BUSINESS SUPPORT AND DEVELOPMENT IN UKRAINE DURING THE WAR PERIOD: KEY ASPECTS IN THE CONTEXT OF RESOURCE MOBILIZATION AND FOOD SECURITY

The article provides an extended understanding, disclosure of the main aspects and generalization of practical measures of state policy regarding the support and development of entrepreneurship in Ukraine during the war period. The article analyzes in detail such strategies and measures of the state policy of entrepreneurship development as: mobilization of resources, support of the country’s defense capability, initiatives to support entrepreneurship and critical sectors of the economy. Attention is focused on the mobilization of human resources in wartime as an important part of Ukraine’s national security strategy. The current state, problems and requirements for the development of the Ukrainian defense-industrial complex are highlighted, taking into account the current needs in Ukraine’s resistance to full-scale armed russian aggression. Special emphasis is placed on social and financial measures aimed at supporting and developing entrepreneurship, such as compensation to employers for employing internally displaced persons; launch of projects and a single platform of digital interaction to assist in business relocation; implementation of the government program “eRobota” for assistance in restoring or starting one’s own business from scratch; creation of the marketplace of financial opportunities for business; launch of initiatives in the field of export under martial law conditions, etc. The importance of the formation and operation of the Council for the Support of Entrepreneurship in the Conditions of Martial Law is emphasized. The need to support industries that are critical to the country’s defense and security, including weapons production, energy and other strategic sectors, is noted. In conjunction with this, securing food security and sovereign food control holds a pivotal role in the national security framework, gaining pronounced significance amidst martial law conditions. Acknowledging the imperilments to food sustenance engendered by external forces and warfare activities, emphasis is laid on bolstering the domestic agricultural domain, backing small and medium-sized agribusiness ventures, and incorporating cutting-edge agricultural technologies. The article highlights the importance of cooperation between the government and the business community in the context of martial law and identifies key factors for ensuring stability and effective recovery of the economy during the wartime period. In general, the article makes an important contribution to the understanding of the dynamics and challenges that arise during the formation and implementation of the state policy for the development of domestic entrepreneurship under martial law. The study can serve as a basis for the development of recommendations for government bodies and international partners for the implementation of policies aimed at supporting entrepreneurship during the war period.
