ANALYSIS OF FOREIGN MODELS FOR EVALUATION OF PUBLIC GOVERNANCE EFFICIENCY AND OPPORTUNITIES OF THEIR APPLICATION IN HEALTH CARE SPHERE

In this article the models for evaluation of public governance efficiency recognized on the international level are generalized. The models belonging to them are following: – specially designed models for such comprehensive evaluation, including the Worldwide Governance Indicators of the World Bank, the European Quality of Government Index of the University of Gothenburg, the International Civil Service Effectiveness Index (the University of Oxford joint with the Britain Institute for Government); – models as parts of the toolkit for comprehensive evaluation of countries' economy conditions, namely, the “Institutions” direction of the Global Competitiveness Index of the World Economic Forum, the “Government Efficiency” indicators group of the World Competitiveness Ranking of the Switzerland International Institute for Management Development; – models included in the toolkit for evaluation of countries' political life conditions, namely, the “Absence of Corruption”, “Open Government”, “Regulatory Enforcement” factors of the Rule of Law Index of the World Justice Project international nongovernmental organization, the “Functioning of government” category of the Democracy Index of the Economist Intelligence Unit analytical company. Expediency is determined to use a set of indicators from analyzed models while development of methodological toolkit for evaluation of efficiency of the public governance system in health care sphere. These indicators are structured on following groups: public authority bodies and citizens interactions; quality of public services; quality of state policy making; effectiveness of anti-crisis management; efficiency of public procurement; institutional capacity of public service; integrity of officials in public authority bodies; effectiveness of corruption prevention and counteraction; effectiveness of human resource management in public authority bodies.
